Help me identify this plant. This is the bottom of the cluster on a tree about 4 foot tall.

Think might be an #edgeworthia or paper bush
@Hawick1514 - Thank you so much. My husband and I just bought a new house and had no idea what this cute tree was. I now have a name to put with it.
Its a lovely looking plant. I believe it is called Paper Bush because it was used to make banknotes. Who says money doesn't grow on trees! 😀
