Does it flower? It looks like it would be an indoor plant here in the U.K. Are these leaves on top of long leafless stems?

@ankur1406 - no idea, sorry! @plantdoctor - it appears that the leaves spiral around the stem, doesn't it? Looks tropical to me... banana? rubber tree?
