It looks like a Buddleja - I would cut off last years flowers (the brown bits), this will hopefully encourage new flowers this year. Then don't prune again until early spring when you can give it a proper prune. Buddleja's flower on current years growth and best to give them an annual prune very early spring to keep it a respective height 😀👍🏼

@richard.spicer.7906 thank you! I have been itching to cut off the brown bits as they look so ugly but I have been told off for cutting things that look dead that aren't before 🙊 so I thought I would wait!
