Duranta, probably Duranta repens.

Once-commonly planted but now, depending where you live, it's considered a weed. #duranta

Thank you for the reopens bit . Somebody suggested Geisha Girl but mine isn't that one. In our Mediterranean climate, south of Western Australia, Duranta is a blessing, it survives anything and is covered in blue flowers for Christmas - I love it!
