Lonicera periclymenum 'Belgica'

My honeysuckle doesn’t seem to be doing very well this year. I’m a complete novice so beat with me when I say it’s suffered with the little spittle insects which I’ve read washing liquid and water is the best way or just water. They seem to disappear all but the odd one hear and there.. has anyone any ideas how to cheer the old gal up please?
