Looks like a veeeeeeerrrrrrry etiolated Chamaelobivia or Echinopsis Chamaecereus (aka Peanut Cactus) Chamaecereus will bloom hot orange, Chamaelobivia flowers can be white, any shade of pink, or red. Give it lots of light, and the new growth will be normal.
I would agree with both of them. I just posted what a normal one would look like and flower. The green base and reddish new growth confirms this. If you click on my posted picture you will see 4 progress pictures of its normal growth pattern. I wouldn’t know how to fix that unless you start a new one from one of its offsets. It definitely needs more sunlight to grow normal and bloom. Mine is in full Sun all day here in Vegas and does ok. Don’t give it to much sun now because it will burn. 🔽
They readily form offsets and grow fast so try some new ones and give it plenty of sun. It’s listed under Peanut Cactus Rose Quartz in the encyclopedia. 🌞

It looks like a stressed Aporocactus Flagelliformis Rat Tail Cactus.
