This is 3 years old and growing extremely slow

I agree that it is 100% a ferocactus. Possibly a juvenile Ferocactus stainesii v. pilosus. When young, it has many white spines and red spines only on top. As it grows more and more of it will be covered in red spines, and it looks like a red barrel at maturity.
