My tiny #frontgarden #rose is a little sad. Was late with fertilizer and didnt adjust watering well enough as soon as the heat waves kicked in

#help #rose-disease #pest I don't know what these little black dots are on my rose shrubs. I was able to lift one up (rightmost "line" is standing up). Are these guys harmful? What is leaving them behind?
