Looks like a juvenile queen palm to me. Hardy to zone 9B. Trachycarpus Fortunei is the most cold hardy trunking palm, Hardy to zone 7ish. People have grown them in protected spots in New York for example. Maybe zone-pushable into 6 in an optimal spot.
Maybe they just plant a decent-sized one and replace it every year after it inevitably dies in the winter? They're pretty fast-growing and cheap. Very interesting.
They were only planted for the first time this year @cullen -- the bank itself is brand new. We shall see. I find it hard to imagine any tropical tree this size being cheap OR easy to transport or maintain.
I have heard of casinos in New Jersey - I think Atlantic City planting palm trees as annuals to give a "tropical feel", having them replaced each year. Of course I mean comparatively cheap as far as mature palm trees go. It's perplexing to have them randomly planted in front of a bank. Please update with what they do with it once it starts to get below freezing!
Will do @cullen -- of course this is Michigan where the weather is always bizarre anyway -- maybe the bankers know something we don't and it will never drop below 40° F all winter...

How long had it made it there? Was it just an experiment? To see if it lasted?
These two palms were planted in front of a business, probably last spring @heatherdirtyhands -- at least I didn't notice them until late summer 2021.
