Thats fungus. I would take it back where u bought it at. I would show them inside on top of the soil.

I would have if I'd still had the receipt @kelsey92 but I just threw the soil in a flowerbed on my way to get 2 new bags. Apparently the crew that sterilizes the cactus soil isn't considered "essential"...
