Are these semidoubles? I seem to detect extra petals...

They do look like they are. They were described as having ruffled edges that make them look fuller than other phlox whatever that means. 🤔 @emch

Well most phlox florets are as round and flat as a nickel, so any ruffling should make a huge difference! I have never seen a ruffled one before!

I got it from Brecks and that is the way they described it but you never know with them. They did say the flowers appear fuller. 🤷‍♀️ @emch
