Roses have grown back there leaves and looking forward to this years flowers, usually pink and yellow

Little troubke with my roses, there are 2 plants in this picture, one is red going good and the other is yellow but loosing alot of leaves, any ideas of the problem?
I know they like to have room for circulation. I'd be tempted once it has flowered to chop it right back down and let it start again also put some fresh compost down to refresh it. Hopefully it will come back fighting strong. If they are close together I'd also think about giving it more room or moving it.
