In the dead of a Canadian Prairie winter, when the normal temperature should be -11°C, it is raining. What unusual weather we've been having!

Help me identify this plant, is it a Japanese Tree Lilac? It blooms vigourously every second year.

I looks like a hydrangea tree?

@MelanieAt. I don't think so as it flowers only in June/July and the blooms finish by the second week of July.
