Snails do damage like that on my hollyhocks but if you haven't found any slimey trails than probably caterpillars. There's been a lot of cabbage whites this year.

I'm pretty sure they're caterpillars. I have similar damage on my ninebark and I found some tiny caterpillars wrapped in a sticky substance.
Thanks @cyndi @ublaszko I found snail trails on the slabs this morning but no snails, they're hiding from me. I'll check out this link later 👍
