Tippy looks like a pretty good guess to me! Other guesses I have are Echeveria 'pulidonis' and Echeveria 'azulita' another couple that are similar in shape but not quite color are Aeonium haworthii 'Pinwheel Aeonium' and Aeonium Kiwi (this one also has ridges on the leaves aswell as the different coloring)
