@ambitiouswolf this is a natural way to break down mulch and other woods and organic debris. It just looks disgusting. It spreads with spores and they only activate when conditions are perfect. It is world wide and causes no harm.

Looks a bit like the Yellow Dog Vomit Fungus (yes it’s really called that) I get on my lawn sometimes. That’s usually around September. Google image it for comparison.
