How old is it ? Is that mulching you have done with dried leaves
@gauravsh6 I was given it last Christmas and yes just leaves from the mulberry tree for some extra wamth over winter.. never got around to getting proper mulch, ops ☺
You can add some freshly cut grass to the mulch. That will speed up leaves decomposition or if you have access to Rabbit or Horse manure then same can be used instead of grass. Mulberry leaves are good source of calcium when decomposed. #advice

I 'think' they set buds now ready for next spring. That's why u don't prune too hard while they are dormant. But I don't have a peach and am def not an expert! Lol

Peaches are deciduous so that could just be normal winter dormancy setting in. I would be careful about fertilizing... It may encourage new growth which is tender and more susceptible to frost damage.
