This looks like my least-cobwebby Sempervivum arachnoideums, a frost-tender member of the clan; one of mine is blooming exactly like this right now and in spite of the name has almost no cobwebs

Sorry I can’t tell what exactly this succulent is. If I were you, I will remove the old soil and replace with some good drainage succulent soil and gradually give it more sun. When it’s recovered, you might be able to recognize the variety. Good luck!
