Echeveria Curly Locks

Help me identify this plant @Yollymac @KariSamuel @alovealoe @aloeuverymuch @succulentwiki @Soph1e @lovestogarden @bpetty55 This is how I received my other #plantforthought #rubyplants-online #rubyplants plant. It's not in the greatest shape either. I pulled the yellowed leaves off after taking pic. Looks a little better now...but wanted to post this one first. Not sure exactly which ruffled guy this is.

The only one that comes to mind is Blue Frills?
