Rosa 'Cored' syn. Rosa 'Alec's Red'

I am seeing a white fungal type formation on the bud stems. Is this bad and how do I get rid of it?? Thanks in advance for helping

it is called powdery mildew.leaves wet for a few hours allowes to germinate & grow on plant. keep leaves dry, remove diseased parts. check with garden center for treatments available in your area. beautiful rose @Yogibk
