This was the piece that broke off. It looks like the new growth on top is growing roots. What do I do with it?

Yes! Put it in a pot of its own and set it on top of the soil. Those little roots will make its way into the soil on its own. Congrats!!😄

So a top piece of my sedum broke off when I planted it. I have had it in water since that time. Is it possible that it will grow roots?

It will grow roots but I'd remove the water. Succulents don't have an off switch when water is available and they will absorb water till they rot.
