So this rose bush (looks more like a tree) came with the house and I planted zinnias and Mexican petunias around it but I have no idea what to do to make it look alive it won't bloom one whole branch from the bottom is dead and I water it a couple times daily also give it specific rose food any suggestions???

Cut out any dead wood and I would prune back to the green leaves under the window

Definitely needs a good hard prune. Probably also needs feeding too. Does it get lots of sun?
