Thuja occidentalis 'Emerald Green'

I was wondering if someone can give me advice my poor dwarf Arbor Vitae is 2 years old approximately 2 ft tall but the upper half was damaged by rabbits my question is should I trim that part off that appears dead or hope for new growth?

Also is it hurting the plant to leave what appears to be dead on top with very little life, there's a tiny bit of growth coming on it but not much and I want these Arborvitaes to thrive, there's three of them and unfortunately they all look like this:(
