I don't know roses well, but it looks pretty dead. I would wait until spring tho. You never know what may come up

Id cut it all the top off because the plant is gnna try to put its energy into keeping leaves when there dead cut it halfways dwn cover it if its cold and wait for spring it might just come back @MrRolfe

I cut it down, just about halfway, and it started coming back. Just gotta wait for spring now and see how it does.
