crotons can be leaf propagated & stem. remove green stemed top buy bending to snap. remove lower leaves so there is 1inch stem. dip in rooting hormone.make hole / pencil.firm soil around stem.place in bright location out of direct sun. may have to cover / plastic bag to keep hummid. leaves trim stem so1/2 " ,dip and stick in moist soil making hole / pencil. good luck

Lower leaf drop happens when stressed for various reasons. You can cut back when lower stem starts showing signs of regrowth @mzambz
