It looks like powdery mildew to me. Because it’s all over you may need to use a spray, neem oil is apparently good or I have used rose spray to treat mine in the past. If only a few leaves are affected you can just pull them off.

Goodluck! Make sure it’s getting lots of sun too and isn’t too wet, it’s the perfect breeding ground for powdery mildew
