Allium sativum var. sativum 'Solent Wight'

Does anybody know what is wrong with my garlic? Looks like rust on the leaves. Also when should I dig it up?

The outer leaves are just dying back😊

Thanks. I have harvested it and it is very good, if a little on the small side. Will tie it up in the garden shed tomorrow.
