I'm not sure it's a Japanese aralua. This one has smaller leafs and is in a pot. I may be wrong and you krishnahairdo may be absolutely right! Second opinions please, just to make sure 😃

Is it a choisya - Mexican orange blossom ?
Dunno if keep seeing it everywhere now. Has lovely little pink flowers in winter
Think you're right susiwoo. I was wrong about the pink flowers though- confusing it with another simular looking plant.

I can't see the flowers very clearly but could it be an Escallonia.
@PlantDoctor is correct It's a type of Escallonia judging from the size of the leaf it's an evergreen not semi deciduous
