I can’t see the leaves properly, so not sure fully sure, but it looks a little like a green Cotinus maybe? But just a hunch... @justin @richp
It's the golden cultivar of Cotinus coggygria. Smoke bush. You can cut them right down to the ground in March and they'll shoot up again, or thin them out if you want more height/flowers.
