This might be mealy bug. 😱 First, you must quarantine the plant and second you must get rid of the infestation. Scrape the pests off or spray with strong water pressure. Then dab a solution of 1 part rubbing alcohol to 3 parts water (first test the mixture on a small part of the plant so it doesn't damage it). If using water spray, cover soil/roots to keep from over watering. 😉

Thanks @lovestogarden but it is not a bug of any sort that I can see. When I pulled off a small ball (about 3mm) it made a hole wound on the cacti and white blood leaked from it 😰 i feel bad now

Looks like cochineal scale. Sucks for the plant but I find the history of how people have used this bug in history interesting.

@alovealoe no red liquid coming from it so im sure its not that either. So confusing. I wonder if its deformed babies growing
