Help me identify this plant. Someone posted it at GrowIt so this is #notmyplant but it is driving me crazy! The heck is this? PlantID

Even Plant Net was clueless.
The leaf like bloom reminded me of a desert rose bloom.
If it is a bloom! Could it be a cabbage reaching up through something else?
Looks like a variety of #salix to me, but not 100% sure.
@KariSamuel, I see what you mean as far as the leaves go, but is there a Salix anywhere that makes green roses instead of pussytoes?
Yes, that is hard to explain! Maybe it's a cluster or mutation?
