Is it one of those straw flowers ?

If so, it should be attached with just a hot glue gun, I took one off the other day on a plant I bought, it came right. Was no problem. @LopEarLaura

I've been working on slowly removing it. Any advice on getting it off without hurting the cactus?

They use hot glue to put them on, if it's only on the spines I'd use small scissors to clip them, sometimes you can use a razor to carve off the straw flower down to the hot glue, if you have to cut off some spines it'll heal might even put off a new arm where you cut it
