@surusue #lemon trees are very heavy feeders and require constant feed to ensure healthy growth. Think it is a deficiency of something. Old wives tale was men peeing on the lemon trees for urea and seems to have merit. https://aussieorganicgardening.com/2009/04/pale-citrus-leaves/ found a link for you to check out too.
Good flower and fruit development by looks of it, unless flowers are dropping. Leaves being eaten could be grasshoppers or even caterpillars. Give a good feed of a citrus food and good watering. @surusue
Caterpillar damage and iron deficiency. Just pick off caterpillars and water in some iron chelates
An old remedy is to hammer some iron nails into the trunk if you can find some and they will slowly release the iron
