It is Caper Spurge (Euphorbia lathyris).

Hi @tmfg . @tiggrx is absolutely right, would just like to add that my colleague had a very nasty allergic reaction to this plant (the sap specifically), which caused her incredible pain and she had to go to A&E. If exposed to the sap in sunshine it can cause this reaction, handle with care especially on sunny days!
