It's a sucker growing from the other rose's rootstock by the sound of it. ☺ It's best to prune it back all the way to the base of the stem because dog rose suckers weaken the growth above the graft point. Is the graft point of the bigger rose below the soil level?
Thanks @ublaszko, it is below soil level that is why i thought it was a different plant 😒 so when i prune it it will die? Or can i plant it separately?
