The old leaves have like a black spot covering them should t pull the leaves off so it doesn't spread to the new leaves

Do you have a lot of ants on the plant too? At this time of year citrus will be wanting a good feed to keep healthy green leaves with spring and fruit development. Check undersides of leaves for ants and aphids too. I then make a mild soapy spray to mist over plant. But dont do in heat of day. @debw2 . Perhaps trace elements might be needed too.

Thanks @leisel I haven't noticed many ants but I did remove some bugs. I think they were aphids. I will spray and feed and hopefully see some change 😊🍋

Yes, prune off any growth below the graft.
