Yes lots of leaf miner.
I haven't found neem oil to be super effective - but I think removing the affected leaves (if possible) and then applying neem oil might help the new growth...

I need to identify if it's weed or some flower plant
It looks like a elder tree if so it would take over the border in few years smells a bit pungent when crushed @tiggrx

Glad you did not dig it out sometimes just looking at a photo is not easy to identify a plant without touch, smell or like you just dig around and found the tubers 😀
